The purpose of the OCL study, “Rethinking I-81” is to use the opportunity created by the need to address the issue of the deteriorating elevated portions of Interstate 81 to:

  1. help citizens think creatively about feasible alternatives to rebuilding the city’s I-81 viaduct and corridor through Syracuse;
  2. assess potential economic opportunities and social and aesthetic impacts of various alternatives;
  3. ensure that economic opportunities and social, and aesthetic issues are considered in all highway studies, planning, and decision-making;
  4. promote a holistic approach to regional transportation and access to downtown and university hill that includes transit, pedestrians, and bicycles as well as vehicles.
