This report was the result of a diverse basis for concern about young people in trouble, and how the juvenile justice system can be utilized to better help the young people.  The original purpose of this study was to discover how the resources in Onondaga County could be organized and delivered more effectively for young people in trouble. However, the study committee was not able to answer this question. Instead, the committee came up with eight major problems within the current system, which are listed in the Findings section.
