The study report provides a picture of the current state of civic leadership in the greater Syracuse area and provides practical strategies for change. The study process included a number of innovations including a one-day local leadership conference, a televised community leadership forum, publishing of the full report in the Syracuse newspaper, and a follow-up effort by two local foundations and the Syracuse Newspapers.

This report examines youth and violence, and the increasing sense that the violence is both more deadly in nature and more widespread than it has been in the past. The report categorizes findings and recommendations in three categories: children and youth; programs and institutions; and the community. 1986-87 Study
The 2-year OCL report recommended the establishment of a Community Commission on “Syracuse 2000” that would include representatives from government, business, labor, educational institutions, community and civic groups and be jointly funded by public and private organizations. Other recommendations fell within the categories of Economic Development, Education, Health and Human Services, Arts and Culture, and Physical Development.

The original purpose of this study was to discover how the resources in Onondaga County could be organized and delivered more effectively for young people in trouble. However, the study committee was not able to answer this question. Instead, the committee came up with eight major problems within the current system, which are listed in the Findings section.
